June 5, 2025 update: Lionville Station Road Public Meeting

The Uwchlan Township Planning Commission will be holding a public meeting to hear about plans being considered by Rockwell Downingtown, LLC (Rockwell) for the School District Property on Lionville Station Road. This includes:

  • A Conditional Use Plan submitted on February 3, 2025 for office, manufacturing, and warehouse buildings, with associated loading and parking areas, approximately 100 acres of open space, and a natatorium (swimming pool) and nature trail
  • A Zoning Amendment Proposal to establish a Planned Residential Development (PRD) -1 Zoning Overlay on the property
  • A Tentative Planned Residential Development Plan consisting of approximately 570 homes, 66 affordable apartments, approximately 100 acres of open space, and a natatorium (swimming pool) and nature trail.  Note: This plan has not yet been formally submitted.

All documents submitted to the Township were required under the Agreement of Sale between Rockwell and the Downingtown Area School District.

We know many of our residents have an interest in what may happen with this property and this meeting is intended to help residents learn more about the details of the submitted plans and give feedback.

Meeting Details

When: June 17, 19, and (if needed) 26 between 6pm and 10pm

Location: First Christ Church, 95 W. Devon Dr. Downingtown PA 19335

What to Expect

On June 17, Rockwell Downingtown, LLC will be given time to present on the plans they are considering.  The Township Planning Commission and the Township’s consultants will be able to ask questions of Rockwell about the plans.  We anticipate the presentations and questions will take the full time allocated.

On June 19, any follow-up presentation and questions and answers will take place, followed by an opportunity for public comments.

June 26 has been scheduled but will only be necessary if we are unable to complete the public comment time.

There will be no official action taken by the Planning Commission during any of these meetings.   These meetings are purely informational and to allow for informal feedback to the developer on their plans.

May 13, 2025: Rockwell Downingtown LLC submits additional extension and Zoning Amendment Proposal

On May 12, 2025, Rockwell Downingtown LLC (Rockwell) submitted two sets of documents in relation to the Siemen’s Property (Lionville Station Farm).

1. Conditional Use Hearing - Indefinite Extension Granted

Rockwell has submitted a letter granting Uwchlan Township an indefinite extension for the start of the Conditional use hearing associated with their February 3, 2025 application. 

This means the hearing will not be scheduled until Rockwell notifies the Township in writing that it wishes to proceed. Once that notice is received, the Township will have 60 days to schedule the first hearing.

This extension provides additional time for ongoing discussions regarding a potential 55+ residential development.

2. Zoning Amendment Proposal Submitted

Also on May 12, Rockwell submitted a zoning amendment proposal to establish a Planned Residential Development (PRD)-1 Zoning Overlay on the property.  A draft of the proposed ordinance amendment was included in the submission.

This proposal submission was a requirement under the Agreement of Sale between Rockwell and the Downingtown Area School District.  

As part of the review process, Rockwell has indicated it intends to submit a Tentative Planned Residential Development Plan by the end of the first week of June 2025.  This will allow the Township to review both the ordinance amendment and the tentative plan together.

Next Steps: Process and Public Meetings

Township staff is currently working on the process and timeline for reviewing the Zoning Amendment and Tentative PRD Plan.

Although no public meetings have been scheduled at this time, all upcoming meetings will be announced on the Township website and social media in accordance with standard procedures.

In advance of any scheduled meetings, the public is encouraged to review the Township’s  rules and guidelines for public participation.

May 9, 2025: Rockwell Downingtown LLC submits additional extension

On April 17, 2025, Rockwell Downingtown LLC submitted an additional extension allowing the Township until July 14, 2025 to conduct the first hearing for the Conditional Use Application and Plan they submitted on February 3, 2025.  This extension allows us to continue discussions concerning a potential 55+ residential development. Similar to last time, this extension is an agenda item on the Board of Supervisors May 12, 2025 meeting. No action will be taken by the Township other than acknowledging receipt of the extension.


March 7, 2025: Rockwell Downingtown LLC submits additional extension

On February 21, 2025, Rockwell Downingtown LLC submitted an additional extension allowing the Township until June 2, 2025 to conduct the first hearing for the Conditional Use Application and Plan they submitted on February 3, 2025.  This extension allows us to continue discussions concerning a potential 55+ residential development.  Similar to last month, this extension is an agenda item on the Board of Supervisors March 10, 2025 meeting. No action will be taken by the Township other than acknowledging receipt of the extension.


February 7, 2025: Original Message

On February 3, 2025, Rockwell Downingtown LLC submitted a Conditional Use Application and Plan for the Siemen’s Property (Lionville Station Farm) to Uwchlan Township. Rockwell is required to submit this plan under the conditions outlined in the Agreement of Sale with the Downingtown Area School District.  However, Rockwell has also submitted a 30-day extension letter allowing the Township 90 days to conduct the first hearing.

Rockwell granted the extension in order for Rockwell and the Township to continue to discuss and negotiate an alternative plan for a 55+ residential development on the Siemen’s Property. Rockwell has indicated they will continue granting extensions to conduct the first hearing based on the progress of discussions and negotiations concerning the 55+ residential development.

While the Conditional Use Application and Plan is an agenda item on the February 10, 2025, Board of Supervisors meeting, this is a formality to acknowledge the Township has received the plan and a hearing date will not be set due to the extension granted.   No action will be taken by the Township other than acknowledging receipt of the application.  Subsequent extensions provided by Rockwell will be acknowledged as agenda items in future months.

We know many of our residents have a strong interest in what may happen with this property. We will continue to provide information as it becomes available, as well as details on opportunities to provide public input going forward.
