[ARCHIVED] Lionville Station Road: Planning Commission Special Meeting

The Uwchlan Township Planning Commission will be holding a special meeting to review plans submitted by Rockwell Downingtown, LLC (Rockwell) for the School District Property on Lionville Station Road. This includes:

  • A Zoning Amendment Proposal to establish a Planned Residential Development (PRD) -1 Zoning Overlay on the property
  • A Tentative Planned Residential Development Plan consisting of approximately 611 homes, approximately 131 acres of open space, and a natatorium (swimming pool) and nature trail.

What to expect

On October 14, Rockwell will be given time to present on the documents they’ve submitted. The Township Planning Commission and Township Consultants will be able to ask questions about the plans. We anticipate the presentations and questions to take the full time allocated.

On October 15, any follow-up presentation and questions and answers will take place, followed by an opportunity for public comment. At the conclusion of this meeting, the Planning Commission will consider what, if any, recommendations to send to the Board of Supervisors.

In November, the Board of Supervisors have tentatively planned to hold a hearing regarding Rockwell’s submission. This will depend on if the Planning Commission reaches a recommendation for the Board of Supervisors to consider. All meeting agendas will be advertised and posted online, as per our usual process.


What about the Industrial Plan?

The Industrial Plan submitted by Rockwell Downingtown LLC on February 3, 2025, remains on hold.  In May, Rockwell granted the Township an indefinite extension on the time requirements of the Municipalities Planning Code to hold a hearing on this plan submission.  The Industrial Plan will not be discussed during the October Planning Commission meetings nor the November Board of Supervisors meetings.

Public Comment

To ensure public comments are heard in a timely and fair way, we ask residents to follow these guidelines:

  • Speakers will identify themselves and their municipality prior to speaking. Groups, businesses, or organizations are encouraged to designate one person to present on their behalf. Residents and taxpayers of Uwchlan Township will have an opportunity to provide public comment before allowing non-residents and taxpayers.
  • Comments will be directed to Commission Members and not to Township staff or Rockwell staff.   Due to the expected volume of comments, responses to public comments will likely not be able to be provided.   Comments from the public will be used as considerations in future plan refinements and decisions.
  • In lieu of spoken public comment, members of the public are welcome to submit written comments, after having attended or watched the presentations, via LSR@uwchlan.com between October 16 and October 30.  Those comments will be provided to the Board of Supervisors and Rockwell for their consideration in future refinements and decisions.  An acknowledgement of receipt will be provided for each e-mail received.
  • Each speaker will be given three (3) minutes to give their comment.
  • Speakers may not use signs, props, advertisements, or video while providing comments.
  • Speakers should limit repetitious comments, and when appropriate, acknowledge agreement with a previous speaker’s comment or position.

No official action will be taken on items presented during the public comment period. Items may be referred to Township staff and/or appropriate working group or committee for further research and discussion. The Commission does not need to engage in discussion on comments offered.

While the public has the right to make critical remarks, the public does not have the right to disrupt meetings. In cases of serious disruption, the meeting may be adjourned or other actions taken to resolve the disruption.

As the meeting is subject to recording, a speaker’s voice may be recorded and publicly broadcast and their name and municipality may appear in meeting minutes.
